Yusuf Abdul-Salaam is the CEO of Xpect Solutions and an innovative leader who has supported the federal law enforcement community for 15 years, guiding companies to deliver mission technology solutions across multiple federal law enforcement agencies. His vast network has enabled him to consistently build and deploy teams that solve his customers’ most complex challenges. Yusuf was the Vice President of DHA Group, which sold to ECS Federal, a large integrator, in 2019, where he was promoted to President.
Ash Halim is the Founder and President of Xpect Solutions and a distinguished network architecture expert with over 25 years of hands-on engineering experience. As a trusted technical leader in the federal space, Ash has served critical FBI initiatives, architecting and designing innovative solutions. Under his leadership, Xpect achieved remarkable growth while earning recognition from customers for its commitment to excellence. Ash’s technical prowess and ability to tackle complex network engineering challenges has established Xpect as a leading provider of mission-critical solutions for federal law enforcement agencies.
Amaha Tsegaye is currently serving as the COO of Xpect Solutions and a seasoned operations and delivery executive with over 15 years of experience in supporting national security customers across various technical disciplines. Amaha played a key role in securing and delivering numerous prime contracts and was pivotal in the growth and sale of DHA Group to ECS Federal, where he spearheaded the integration efforts. His expertise spans across capture management, contract delivery, and strategic growth initiatives.
Andy Maner is the Executive Chairman of the board of directors of Xpect Solutions, and Chairman of NewSpring Holdings federal advisory board.
With over 25 years of executive leadership experience, Andy has a track record of building companies that consistently deliver excellence to clients while maintaining a strong culture of professional development and future growth. He is the former Chairman and Chief Executive Officer of Avantus, which sold to QinetiQ in 2022 for $590M.
Andy’s previous experience includes being a Managing Partner of US Federal within the IBM Global Business Services, CEO of National Interest Security Company (NISC), CFO of the Department of Homeland Security from 2004 – 2006, and Chief of Staff to Customs Commissioner Bonner from 2002 – 2004. He also served in the administration of President George H. W. Bush in the White House and as a Staff Assistant under Press Secretary Marlin Fitzwater in the White House Press Office (1991 to 1993). After serving in the White House, he was the Special Assistant to the 1993 United Nations Envoy to Somalia in Mogadishu.
Since 2009, Andy has served on the Board of No Greater Sacrifice, a veteran’s charity focused on education for children of the fallen and severely wounded.
Chris Blahm is on the board of directors of Xpect Solutions and a member of NewSpring Holdings federal advisory board.
Chris brings over 25 years of experience with a focus on enabling growth, building client relationships, and driving integrated solutions through technology innovation and market development. He was formerly the Chief Growth Officer (CGO) at Avantus Federal (acquired by QinetiQ-US in Nov 2022). As the Chief Growth Officer, Chris was responsible for accelerated business development and growth across the company, including organic and inorganic strategies.
Prior to joining Avantus, Chris was an IBM Partner managing the Intelligence Community (IC) business within IBM’s Global Business Services (GBS) focused on a broad range of technology and consulting services. Earlier in his career, Chris held executive roles at National Interest Security Company (NISC), CACI, and Athena Innovation Solutions.
Mr. Sobocinski recently concluded 25 years of service with the Federal Bureau of Investigation, where he held several senior posts, including Deputy Assistant Director of the FBI’s International Operations Division, co-chairman on the US Attorney General’s Domestic Terrorism Advisory Committee, and served as the Special Agent in Charge of one of the FBI’s largest field offices, covering Maryland and Delaware, and led a team of more than 600 employees focused on national security, criminal and cyber investigations. Mr. Sobocinski additionally served in the FBI’s Legal Attaché Offices in London (UK), Cairo (Egypt), Tripoli (Libya) and Kabul (Afghanistan), and as the FBI’s senior liaison officer to the Department of Homeland Security.
